Refugees in the Cambodian camp of Samet Meanchey wait outside a small tent as some of their leaders negotiate with relief agency officials about leaving for Thailand refugee camps. The people did not want to leave the camp, they were afraid of the Thai soldiers and also of being put in a camp where their former enemies, the Khmer Rouge soldiers were also placed.
