Pilau Bidong, a mile-square island off the eastern coast of Malaysia, was the home for 35,000 Vietnamese boat people. Crowded into a camp only forty-three acres large, these refugees were waiting to learn whether they would be allowed to join the 85,000 of their countrymen who had already emigrated to the U.S. and other Western nations.
