Caption/Description
The government was accusing the city of Troup, Texas of unequally distributing federal funds to blacks and whites. The main problem involved unpaved streets and no municipal sewage systems in black neighborhoods. This particular couple is very pleased and loyal to their home town even though their street remains unpaved and they live without sewage.
