Does licensing day care centers really make them take care? It is a daily struggle at child care centers to cope with kids' quirks and quarrels. This boy, who had been consistently unruly, was exiled to the bathroom for a week during nap time. While the law is vague, state investigators agree that it's not healthy for a child to sleep amidst toilets.
