Hotel residents in San Francisco's Tenderloin District waged a war against owners that didn't give them any heat. This man's radiator was disconnected from the wall. After S.F. columnist Warren Hinkle brought it to the public's eye, public outrage brought the city fathers to their knees and heat back to the Tenderloin Hotels.
