Chicago - Three children of Leopoldo and Iris Burgos, who have nine others. Handicapped by the loss of all four fingers on this right hand, Burgos can’t get a job. The family of 14 gets by on $500 a month in food stamps and $700 a month in welfare--more than half of which goes to to pay the rent.
