Tamil rebels have mounted a bloody campaign against the government. The rebels believe that the government's intent is to increase the number of Sinhalese in areas that are predominantly Tamil. The Sinhalese are the major ethnic group in Sri Lanka and were settled in the area by the central government as part of a controversial land-development program.
