From Darkness to Light--Michael Carbone works for the city health department. He feels the city, the state and the federal approach to the drug addiction problem, his job of handing out condoms and bleach, is a band-aid approach to a trauma victim. Shortly after addicts discard their needles and drug packets in a well known open-air gallery, Carbone mixes bleach and leaves it on the steps for the addicts.
