The head of the mosque is taking this radical approach as he feels it is the only way to keep addicts away from the needle as well as to avoid getting HIV/AIDS. The Indonesian government is far too burdened with separatist issues and terrorism to be focusing on the human rights related to chaining people to poles for up to 8 weeks.
