Tom Handley ironically stoops to turn off water valve beneath waves while trying to salvage equipment from wrecked boat house at Key Largo. Most of his gear had been swept out to sea. Mr. Stapleton, who had been sent to Key West to await the storm, says this was a typical scene along the Florida coast after September 21 hurricane.
