JUAREZ, MEXICO: NOV. 11, 2008 - Police stand next to a body of an unnamed street vendor/ entertainer found gagged, tied and murdered under a bridge. Typically the police are slow to respond to a crime and quick to leave the scene, the less time the spend investigating the safer they are. The border city of Juárez (population: 1.5 million) is a slaughterhouse ruled by drug lords.
