They are called personal care boarding homes. Once they housed pretty young girls who had come to Denver to attend business school or college. Now they are the exclusive home for the thousands of mental patients discharged by the Colorado State Hospital. The homes offer little socialization, poor food, and are, in essence, mini state hospitals.
