Snugly dressed against the cold, two small residents of the Siberian city of Ulan Ude trudge homeward at sun through a planting of young birches. 'Siberia will make Russia strong,' predicted Mikhail Lomonosov, an 18th century Russian scientist. Today, development of the great subcontinent's wealth of natural resources has begun to fulfill that prophecy.
