The government of Khomeini executed nine Kurdish rebels and two former police officers of the deposed Shah in an attempt to dramatize the futility of guerrilla fighting and to encourage Iran's 4 million Kurds to help root out the guerrillas. Instead, the Kurds swore to kill one Khomeini loyalist for each rebel executed and to continue to fight the Khomeini government.
