Displaced Georgians file into an old Ministry building after fleeing their villages and the city of Gori after Russian troops occupied them. Many were upset with the mishandling of the displaced persons situations by the Sakashvilli government saying they seemed unprepared for any emergency. Distribution of quarters and food was painfully slow at most locations, often taking two days to house some families.
