Delbert Africa, being pulled by the hair, is a member of MOVE and is in the process of being arrested by Philadelphia Police. The violent approach that the officer is taking was the cumulative effect of a seven hour ordeal. MOVE had killed one policeman and wounded seven others in a siege and gun battle which ended the confrontation that had started 15 months earlier.
